What is an espresso shot mirror used for?

It reflects the underside of the portafilter so you can watch espresso flow without bending down.

Does a shot mirror improve espresso by itself?

No. It is a diagnostic and viewing tool; grind, dose, distribution and tamping still determine extraction.
